Name of Project: Empowering a New Generation of Adolescent Girls with Education (ENGAGE)

Title of action: Consultancy service to make audio visual training materials for teachers to support children with intellectual/developmental disabilities to enhance their learning and daily living skills

1.  CONTEXT

Voluntary Services Overseas (VSO) Nepal along with Handicap International (HI) is implementing the Foreign, Commonwealth and Development Office (FCDO) funded ENGAGE project envisions a world where even severely marginalized out of school girls and girls with disabilities are empowered through education to make informed life choices, contribute to family decisions and confidently pursue their own economic opportunities in the seven municipalities of three districts Parsa, Sarlahi and Banke from 2018. In a nutshell, the overall objective of the four year project is to empower 10-19 aged girls with disabilities and girls from the most marginalized communities and families by providing formal, non-formal education, daily living skills and Technical and Vocational Education and Training (TVET). The project has been quite successful in making changes in the lives of 2525 out-of-school marginalized girls among which 275 are primary actors with disabilities and 51 have intellectual/deveopmental disabilities. The project has also supported children with more severe intellectual/developmental disabilities through their parents and caregivers.

2.  DESCRIPTION OF THE REQUIRED CONSULTANCY SERVICE PROVISION AND SCOPE OF WORK

2.1  Background

Along with the Constitution of Nepal 2072, there are various policies and plans such as the National Education Policy 2076, School Sector Development Plan 2016-2023 and Disability Act 2017 in place that guarantee the right of access to free basic education for all children regardless of their type of disability. However, despite the provision, the capacity of teachers who cater to the needs of children with intellectual/developmental disabilities is very limited and lack adequate competencies to employ a range of appropriate pedagogical techniques and approaches for teaching a diverse group of students, including the children with intellectual/developmental disabilities.

Therefore, to support and capacitate the teachers to address the diverse learning needs of children with intellectual/developmental disabilities, ENGAGE project is looking for a consultant who can produce audio visual training materials for teachers to support Dyslexia and ADHD (Attention Deficit Hyperactivity Disorder) children to enhance their learning and daily living skills.

Consultant needs to develop contents and scripts of the training materials in consultation with VSO and CEHRD and based on approved contents and scripts materials will be developed.

2.2  Scope of Work

Based on the background mentioned above, the consultant will be recruited who will be responsible for the development, production and post production of the audio visual training materials for teachers to support children with Dyslexia and ADHD (Attention Deficit Hyperactivity Disorder) in consultation with VSO/HI and other key stakeholders including CEHRD/MOEST and its line agencies. Prior to the signing of the agreement, detailed documents will be provided to the consultant or the team.

3.  CONSULTANT’S PROFILE

The consultant or consultant team can be from an academic institution, research firm or individual consultant. A research consultant will be responsible for ensuring all deliverables are provided timely and according to the standards set in this Terms of Reference (ToR). This person will also ensure all communication with VSO Nepal office and will be solely responsible for fulfilling all the tasks as specified in the ToR. The expected qualifications and competencies required for the lead consultant include:

a)  Bachelors Degree (preferably Masters degree) in Education, Journalism & Communication, Inclusive Education, Disability, Social Sciences or related discipline;

b)  Demonstrated experience in developing/producing audio visual training materials for different groups such as teachers, children, parents etc. including children with intellectual/developmental disabilities

c)  Prior knowledge and extensive experience in the field of Inclusive Education, Dyslexia and ADHD (Attention Deficit Hyperactivity Disorder) childrens.

4.  SERVICE DURATION AND LOCATION

The consultant shall be recruited on a lumpsum basis for maximum of 21 days. The assignment is expected to start by the 1st week of May 2022, upon signing of the contract between the consultant and VSO and will finish by the 4th week of June 2022.

5.  WORK SCHEDULE

The Consultant should set up a work schedule for the performance of the service and share with VSO team. The timeline for each assignment are as follows:

6. DELIVERABLE

Deliverable 1: Develop and finalize content to be incorporated in the audio visual training materials for teachers to support children with Dyslexia and Attention Deficit Hyperactivity Disorder (ADHD)

Deliverable 2: Production and post production of audio visual training materials for teachers to support children with intellectual/developmental disabilities to enhance their learning and daily living skills. Length of video will not be more than 10 minute each ( Dyslexia; ADHD)

7.  CONTACT PERSON AT VSO

Within the framework of the service provision, the Consultant will be asked to collaborate with VSO Nepal’s teams and in particular with Mr. Rabindra Kumal who will be the point of contact.

8.  BUDGET

  • Cost of service provision:

Financial proposal should include required budget for this consultancy (lead consultant and team members as per the requirement) and cost should be including TDS which will be deducted as per the Government tax policy.

  • Payment terms and conditions:

As per the suitability of the consultant and also in line with VSO’s policy, by bank transfer or Cheque.
