Consultancy for Public Service Satisfaction Survey

DanChurchAid-DCA is a Danish International Humanitarian and Development organisation working in different countries including Nepal with poor, vulnerable and socially excluded communities. Its works strive to support poor and marginalised groups to strengthen their possibilities to a life with dignity, and thus materialise its vision – a world without hunger, poverty, and oppression. In Nepal, DCA’s works focus on three thematic areas: Save Lives (SAVE), Build Resilient Communities (BUILD) and Fight Extreme Inequality (FIGHT). Under FIGHT theme, DCA is implementing an EU-funded PARIWARTAN project through multi-dynamic consortium including local implementing partners from Doti, Achham and Kathmandu districts to increase citizens meaningful participation in sub-national good governance. Specifically, the project supports to empower citizens and their organisations to effectively engage with the local level governments in promoting transparency and accountability in governance process. As a part of its Action, the project has planned to conduct a public service satisfaction survey to assess the level and extend of citizens satisfaction with public services available through local governments, identify gaps and make recommendations to better the quality of services in some selected project areas of Doti and Achham districts. 

This Terms of Reference (ToR) is developed to recruit a consultant to carry out the survey. The overall objective of the survey, which will be more of qualitative in nature and have a strong gender focus, will be to understand the level and extend of citizens satisfactions with public services and the factors that drive them.
