Recruitment of a local consultant to revise the price regulation and strengthen the regulatory capacity of the Department of Drug Administration (DDA) on related functions

Objectives:

Assist the international consultant in updating the price regulation in Nepal through a collaborative process with stakeholder involvement and incorporating pricing interventions recommended by WHO and those that other countries in the region apply to reach universal health coverage, ensure equity and affordability, and reduce out-of-pocket expenditures.

Background

Several studies document Nepal’s challenges with implementing the existing pharmaceutical pricing policy. Pharmaceutical expenditures are a significant driver of increasing health care costs, especially in countries such as Nepal, where out-of-pocket covers about half of total expenditures.  Based on the World Health Organization guidelines on Pricing Policies 2020 and the analysis of price regulation mechanism in 11 Asian countries the local consultant will assist in implementing an option analysis with pross and cons for Nepal to improve regulation of medicines prices, reduce out of pocket expenditures and ensure affordability. The local consultant will assist and be guided by an international medicines pricing consultant. The international consultant, in collaboration with the local consultant will prepare a detailed description of the recommended way forward considering the legislation, guidelines, implementation strategies and stakeholders interest and concerns. The local consultant will be instrumental in setting up meetings with the Ministry of Health and Population (MOHP), Department of Drug Administration (DDA) and other key stakeholders and collect report, information and studies needed for the situation analysis.  The option analysis and recommended way forward will be presented at a conference to provide consensus to the policy and regulation for medicines prices in Nepal. Based on the agreed strategy, the local will assist the international consultant to draft a detailed implementation plan and the local consultant will prepare the draft conference report.

The local consultant will support the international consultant to develop the situation analysis and strategy for price regulation of medicines prices in Nepal and the local consultant will organize and implement wide stakeholder consultations.

Consultant qualification requirements:

  • Master’s degree or equivalent in health financing, pharmaceuticals, pharma economics, finance and management and legislation or related field
  • Minimum of 5 years of work experience in the pharmaceutical sector and with experience of medicines and health financing in Nepal
  • Extensive knowledge of the current systems, practices, and policies in the areas of pharmaceuticals and pharmaceutical sector financing 
  • Experience in designing, conducting and reporting on situation/options analysis in the health financing sector
  • Experience working with stakeholders in the pharmaceutical sector and the Ministry of Health and Population to identify and prioritize appropriate solutions and improvement strategies
  • Proven skills in preparing reports, analysis and presentations
  • Ability to organize the work with minimum supervision
  • Advanced skills in Microsoft and Google suite of products
  • Excellent written and verbal communication skills in Nepali and English

Description of Services to be provided:

The local consultant will support MTaPS and in collaboration and co-ordination with the international consultant, MOHP, DDA and key stakeholders to implement: 

  • Conduct desk review and physical visits to collect information, data on medicines prices and pricing in Nepal
  • Organize meetings with the related stakeholders and document their inputs and advice in the pricing regulation
  • Support the international consultant in drafting the pricing regulation. 
  • Support to implement the price regulation conference and draft the conference report
  • Support the international consultant to develop an implementation plan for the revision of medicines prices regulation in Nepal
  • Work towards revising the existing pharmaceutical pricing policy
