Job Description

BASE Organization (Backward Society Education) is a reputed NGO working for the creation of equitable and progressive society in diversified sectors of mid and far west Nepal. BASE has been working in the field of WASH, Education, and livelihood support, elimination of child labor and trafficking, women empowerment, income generation, conflict mitigation, environmental sustainability, disaster preparedness and response, infrastructure support and protection and promotion of traditional indigenous culture as well as increasingly working with beneficiaries from other marginalized communities.

BASE is going to implement the project Ending Child Labor and Trafficking through policy advocacy in Nepal in the financial support of Kailash Satyarthi Children Foundation US at national level and provincial level focusing Lumbini Province in Nepal.

1. Director of Policy Advocacy -1

Purpose of the Position:

The Director of Policy Advocacy will be responsible for the federal level advocacy, lobby, and communication and reporting for the child labor and trafficking policy enforcement. Identification of the gaps on policies, implementation, reporting of the cases as well as response for addressing issues will also be the major responsibilities of this position. The Director of Policy Advocacy will support the program units in policy analysis, and learning activities to help ensure accountability and efficiency from start to finish for the organization, both new and established. S/he will provide technical support to the Program department. The Director will work closely with concerned ministries, likeminded organizations and stakeholders.

Key Role and Responsibilities: 

The Director of Policy Advocacy (DPA) will perform the duty under the close collaboration and coordination of Founder President as well as Executive Director (ED) of BASE. DPA will oversee all activities implemented under Ending Child Labor and Trafficking through Policy Advocacy in Nepal Project. DPA has following major responsibilities.

  • DPA will be responsible for overall project management including project planning, implementation, monitoring and supervision and reporting.
  • Develop and update the project plans and personal monthly work plan with standard target focusing on annual plan.
  • Prepare periodic basis monthly, quarterly, semi-annual and annual progress report based on indicator and plan, submit in time as per donor requirement.
  • Prepare monthly management report and submit to the concern donors.
  • Close coordination with Federal level and Provincial level stakeholders and meeting with the concerned federal and provincial level stakeholders.
  • Provide technical support to the project team as per the project requirement and assure the quality of project.
  • Prepare qualitative reporting including success/case stories, best practices with proper data analysis.
  • Make strong linkage, coordination and relationship with federal and provincial level relevant Ministries and legislative bodies
  • Establish, liaise and maintain a network of contacts with NGOs and I/NGO and relevant entities of Government of Nepal in the area of intervention in the project location
  • Facilitate donor visit mission in the Kathmandu level as well as field and organized and report to the donor.
  • Track budget expenditure based on the planning and ensures timely implementation of the planned activities.

Qualification and experiences Requirement: 

  • Minimum Master Degree in humanity and social science, management, education and public policy. Masters in Law is preferable.
  • Minimum 3 years of experience in Policy Advocacy related to protection of children from sexual abuse including online sexual abuse, trafficking and child labor
  • Excellent in English with good report writing and research skills.
  • Experience in advocacy and knowledge of rights based initiatives with policy enforcement will be an added value
  • Good computer literacy & skills, including online collaboration tools.

Competencies required:

  • In-depth understanding of and technical skills in national and international laws, policies, guidelines, conventions and SDGs on child rights and trafficking
  • Expertise in qualitative and quantities research methods, tools and approaches
  • Reporting and Proposal writing skills including proofreading and editing of documents
  • Manages time and priorities, meets deadlines and is punctual
  • Communicates in a clear, concise and responsible way
  • Adapts a collaborative attitude both inside and outside the department
  • Standard management skills including partners management, time management, quality assurance of work
  • In-depth understanding Log-frame, ToC design

2. Project Coordinator (Lawyer) -1

Purpose of the position:

The Project Coordinator will lead the project interventions along with support to DPA for policy enforcement. S/he will be responsible for project management, policy analysis, coordination with the policy makers and concerned authorities. Facilitate reporting the cases against child labor, trafficking, exploitation and abuses. Document the national and international policies, legislations and research reports.

Key Role and Responsibilities: 

The Lawyer will perform the duty under the close supervision and coordination of Director of Policy Advocacy/ Executive Director (ED) of BASE.  Lawyer will oversee all activities implemented under Ending Child Labor and Trafficking through Policy Advocacy in Nepal Project.

Project Coordinator (Lawyer) has following major responsibilities.

  • Analysis of the existing laws/policies of Nepal related to the protection of children from sexual abuse including online sexual abuse, trafficking and child labour.
  • Identify the gaps along with the situation of children in the country on child protection parameters,
  • File and cases in the court and do provide the legal aid to the victims.
  • Organize workshop provincial and federal level workshop to share the gaps and collect feedbacks from stakeholders.
  • Work closely and coordinate with Legislative body, Ministry of Law, BAR Association, trafficking cell, Office of Labor and as per the requirement of Project.
  • Close coordination with Federal level and Provincial level stakeholders and meeting with the concerned federal and provincial level stakeholders.
  • Provide technical support to the project team as per the project requirement and assure the quality of project.
  • Make strong linkage, coordination and relationship with federal and provincial level stakeholders.

Qualification and experiences Requirement: 

  • Bachelors in Law
  • 3 years’ experience in analysis of the existing laws/policies of Nepal related to the protection of children from sexual abuse including online sexual abuse, trafficking and child labor and identify the gaps along with the situation of children in the country on child protection parameters.
  • Good at English and having excellent report writing skills and coordination with government line agencies and other stakeholders.
  • Good computer literacy & skills, including online collaboration tools.

Competencies required:

  • In-depth knowledge about policy gaps as well as enforcements
  • Manages time and priorities, meets deadlines and is punctual
  • Communicates in a clear, concise and responsible way
  • Stays informed to innovations in the field of work and be able to initiate with the project.
  • Adapts a collaborative attitude both inside and outside the department
  • Plays roles in ensuring timey justice to the victims in case of reporting

3. Information and Communication Officer -1 

Purpose of the position:

The Information and Communication Officer will be responsible for IT management and documentation. S/he will prepare press releases and disseminating them in organization’s web portal, social media as well as media coverage regularly. The IC Officer will handle proper database system to record child labor and trafficking issues. Maintain the information and timely communicate it with supervisors as well as donor. Collect and document all the policies, acts, conventions, SDGs and related research reports.

Key Role and Responsibilities: 

Information and Communication Officer (ICO) will perform the duty under the close supervision and coordination of Director of Policy Advocacy. Information and Communication Officer will oversee all activities implemented under Ending Child Labor and trafficking though Policy Advocacy in Nepal Project. Information and Communication Officer has following major responsibilities.

  • Work closely with  and Director of Policy Advocacy and Project Coordinator (lawyer)
  • Prepare press release and publish in national and provincial level newspapers (print media and online newspapers).
  • Keep records with evidences according to the targets of monthly/quarterly/annual basis related to child trafficking, sexual abuse and child labor.
  • Will also be responsible to coordinate and communication with concerned stakeholders at Kathmandu and province level.
  • Prepare case stories, monthly, quarterly, annual reports with proper data analysis and report to Director of Policy Advocacy.
  • Close coordination with Federal level and Provincial level stakeholders and meeting with the concerned federal and provincial level stakeholders for data and record tracking on child labor and trafficking.
  • Maintain regular coordination and sharing among concerned agencies and likeminded stakeholders
  • Attend the press meets and events related to child labor and trafficking issues
  • Plan, design and prepare press releases, notices and reports in accordance with laws and policies

Qualification and experiences requirement: 

  • Bachelors in Law or Journalism
  • 3 years’ experience in working child protection area with strong communication skills and keeping records and tracking.
  • Sound knowledge in writing press release, preparing reports and case studies and coordination with government line agencies and other stakeholders.
  • Good command in English writing too
  • IT skills and knowledge is preferable

Competencies requirement:

  • In-depth knowledge about norms and values of issues identification, analysis and press releases
  • Knowledge about child labor and trafficking issues along with policies and acts
  • Communicates in a clear, concise and responsible way
  • Stays informed to innovations in the field of work and be able to initiate with the project.
  • Adapts a collaborative attitude both inside and outside the department
  • Plays roles in ensuring timey justice to the victims in case of reporting

How to Apply

Duration of the positions: Five months with possibility of extension

Duty station:Kathmandu

Type of employment: Full Time – Contractual, 6 days a week
