Job Description

CRS is an international NGO based in the United States that works in over 100 countries to promote human development by responding to major emergencies, fighting diseases, poverty, and nurturing peaceful and just societies. CRS Nepal has been implementing emergency response and recovery (Including COVID-19) program in Nepal, and further plans to extend sustainable livelihood development program in various districts of Nepal. Additionally, CRS is implementing USAID supported livelihood technical assistance program Farmer to Farmer (F2F) in Bagmati Province, Province 5, Karnali Province and Sudurpaschim Province. The Housing Recovery and Reconstruction Platform (HRRP) led by CRS Nepal since March 2017 has been providing coordination support services across 32 earthquake affected districts. CRS Nepal is currently expanding its support to address the Covid-19 economic recovery needs for the vulnerable households in Palpa and Gorkha districts. Further, CRS Nepal plans to expand community resilient program through the implementation of Shelter, WASH, DRR and Sustainable Agriculture Livelihoods in the western earthquake affected districts of Nepal.

CRS Nepal Invites applications from eligible and interested candidates for the following positions:

1.   COVID Emergency Response and Recovery (CERRP): 

a)   Project Manager (1 Position-Based in Palpa): You will manage, coordinate, and monitor project activities and relationships with partners and other project stakeholders towards the achievement of the COVID-19 Emergency Response and Recovery Project (CERRP) project objectives, advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your project management skills and knowledge of the program area will ensure that the CRS Nepal Country Program (CP) delivers high-quality programming and continuously works towards improving the impact of this project.

Job Responsibilities:

  • Lead technical, budget management, monitoring and reporting activities in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Effectively manage talent and supervise the CERRP team. This will also require managing team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff as applicable, and complete performance management for direct reports.
  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities following MEAL Policy. Proactively identify issues, report them to inform adjustments to plans and implementation schedules.
  • Engage and strengthen partnerships relevant to CERRP, applying appropriate application of partnership concepts, tools and approaches. Lead monitoring of partners identify areas where additional institutional capacity strengthening may be appropriate and ensure strong oversight of partner financial and program management and accountability to beneficiaries.
  • Represent the organization with donors, INGO working groups, UN, relevant local partners and relevant local government and community actors for COVID response and recovery, Livelihoods, Shelter, IM and DRR programming.
  • Coordinate activities required for ensuring the financial, material and human resources for the quality implementation of the project. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
  • Identify staff capacity and technical assistance needs of partner organizations and contribute to capacity strengthening / required interventions to support quality project implementation.
  • Assist with preparation of trends analysis reports and disseminate results. Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.

Required Qualification & Experience

asic Qualification and Experience

  • Master’s Degree in Rural Development, Engineering, Agriculture, Environmental Science or a related field required.
  • Minimum of 5 years of field-based work experience in a program/project management position with an international NGO, with preferably at least 2-3 years working in multi-sector project implementation.
  • Experience with a consortium and partnership approach with strong capacity building skills.
  • Familiarity with policies, procedures, and priorities of CRS and/or Caritas preferred.
  • Experience working with local government stakeholders at various levels and strengthening community partnerships.

Preferred Qualifications:

  • Staff supervision experience.
  • Experience in implementation of community focused agriculture/livelihoods and DRR activities preferred.
  • Ability to contribute to the development of technical proposals, a plus.
  • Experience analyzing data and contributing to evaluation reports.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Experience with CRS policies and procedures, including partnership approaches, preferred.

2.   Lamjung Earthquake Response Project ( LERP): 

a)   Senior MEAL Officer (1 Position-Based in Lamjung, Female only): As the part of the Monitoring, Evaluation, Accountability, and Learning (MEAL) team within LERP, you will support the implementation of comprehensive MEAL system for LERP and implementing partners advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your MEAL knowledge, coordination and relationship management skills will ensure the MEAL systems make the most of agency best practices and approaches for safeguarding and data-informed decision making.

Roles and Key Responsibilities:

  • Support MEAL system coordination and implementation, including beneficiary accountability, contributing to compliance with agency and donor MEAL requirements, including agreed MEAL Detailed Implementation Plan activities.
  • Provide input to and support project MEAL system design and review along with relevant tools to measure program/project impact and progress.
  • Support quality data capture and input, simple analysis of, and reflection on monitoring data results through management of agreed processes.
  • Contribute field-based perspectives and initial findings to facilitate programmatic adjustments and evidence-based decision-making and contribute to project learning.
  • Foster respectful relationships and dialogue regarding ongoing project interventions and results with community members and stakeholders to promote honesty and integrity while working with MEAL agents.
  • Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.
  • Support capacity strengthening initiatives in conducting field-based and simple analytical MEAL activities for CRS staff, partner staff and volunteers.
  • Complete project documentation for assigned activities leading application of ICT4D, both hardware and software, and ensuring safeguarding of project databases. Assist with preparation of data necessary for required reports to donors with an emphasis on data quality assurance and with identifying information for case studies on promising practices.
  • In coordination with program teams, support the Feedback Complaints Response Mechanism and other MEAL/program approaches to ensure accountability, safeguarding and gender and social inclusion priorities.

Basic Qualifications

Education and Experience

  • Bachelor’s degree in International Development, Economics, Statistics, or a related field.
  • Minimum of 4 years of work experience in project support in a similar role.
  • Experience in the field of MEAL and for an NGO preferred
  • Experience in participatory action planning and community engagement.
  • Experience monitoring projects and collecting relevant data preferred.

b.   GESI and CM Officer ( (1 Position-Based in Lamjung, Female Only): As a member of the LERP project team, you will assist project start-up and implementation by working directly with local partners and community members, coordinating and contributing mainly to rebuilding livelihoods and related activities in support of Catholic Relief Services’ (CRS) work to serve the poor and vulnerable. Your service and community relations skills ensure that the local partners and communities feed their ideas into and benefit from the project that consistently applies best practices and continuously works towards improving its impact.

Roles and Key Responsibilities:

  • Support the coordination and monitoring of project activities at the field level, ensuring implementation schedules are met as per the detailed activity plan, and that adherence to systems for quality project implementation are strengthened.
  • Coordinate communication and facilitate information sharing among the project team, implementing partners, and project beneficiaries at the community level to assist local partners in strengthening the community interest, involvement and support networks.
  • Liaise with various community stakeholders and mobilize them to ensure full involvement of community leaders, community representatives, and local government representatives in the overall implementation and improvement of project activities.
  • In coordination with the project team support capacity building events for community representatives.
  • Coordinate, monitor, and report on CRS and partner field activities including assuming the role of an active channel for Feedback, Complaints and Response Mechanism.
  • Compile data provided at the community level as per project requirements and contribute to the preparation of reports.
  • Undertake field visits to monitor and track progress of program activities from GESI perspective and ensure that GESI is streamlined throughout the project activities at different stages.

Basic Qualifications

Education and Experience

  • High School diploma required. Bachelor’s degree a plus.
  • 2 years of work or volunteer experience in community development and mobilization
  • Additional education may substitute for some experience
  • Computer skills required

C.   Office Assistant (1- Position based in Lamjung, Female Only):  You will perform cleaning and related services to ensure clean and pleasant working environment adhering to strict hygiene standards to safeguard the health and safety of staff. You will provide some routine administrative support services and will contribute to the proper stewardship of resources to help ensure operational effectiveness in support of high-quality programming.

Roles and Key Job Responsibilities:

  • Clean all office facilities, as well as office premises.
  • Take proper care of equipment and facilities while cleaning and utilize cleaning materials economically to ensure resources are used in a proper and accountable manner.
  • Maintain the stock register of office consumables items like tea/coffee, stationery items, office cleaning items and other utilities as part of Admin supply.
  • Inspect regularly and report on any equipment and utilities malfunctioning, as well as on facilities maintenance and repair needs. Monitor and report on maintenance and repair work progress.
  • Provide support in various administrative activities, including but not limited to: photocopying, filing, mail routing, inventory physical count, inventorying office property etc
  • Provide logistical and communication support to planning activities for meetings and other events and coordinate related activities.
  • Support travel and logistics arrangements for staff and visitors. Ensure effective coordination with relevant departments and service providers.
  • Deposit cheques / cash and perform other bank transactions as/if required
  • Receive all official postage/courier/documents and manage the mailing register.

Basic Qualifications

Education and Experience 

  • Completion of 10th grade
  • Minimum of 3 year of relevant work experience
  • Practical experience using cleaning materials and tools
  • Strong understanding of storekeeping
  • Basic knowledge and skill in computer

D.   Driver (1 Position- Based in Lamjung, Local only): You will be part of the LERP team will safely operate vehicles to help ensure operational effectiveness in support of high-quality programming. You will ensure the safety of all passengers, pedestrians, other drivers and the vehicles in town and on field missions. Your consistent and high-quality service will contribute to the proper stewardship of resources.

Roles and Key Responsibilities:

  • Take actions as instructed to maintain allocated vehicles clean inside and out, in sound mechanical and operational condition, and equipped with First Aid Kits, spare parts and tools. Signal actual or potential problems and/or threats to immediate supervisor.
  • Transport CRS staff and visitors as instructed, observing local traffic and road safety laws and all CRS vehicle policies to ensure safety of passengers and luggage. Instruct passengers to use seat belts at all times. Report any accidents immediately.
  • Ensure all vehicles have vehicle log sheets and pens. Maintain and submit accurate records for all trips and fuel purchases.
  • Deliver and pick-up equipment, materials, documents, and mail including loading/unloading CRS vehicles, as required.
  • Secure the vehicles when not in use.
  • Perform minor vehicle maintenance and repair as required.

Basic Qualification and Experience 

  • Grade 10 Pass is preferred
  • Valid driver’s license with clean driving record
  • Minimum of 2 years work experience as a driver
  • Knowledge of minor vehicle maintenance and repair
  • Excellent knowledge of road traffic regulations, road network and road safety best practices
