Job Description

A) Effectively coordinate at Provincial and local level as well as within the project components:

  • Ensure close coordination and linkages with provincial governments, line agencies, focal agency, provincial EOCs, cluster leads and co-leads, local governments including ward offices, Tole Lane Organizations, and women groups;
  • Maintain regular communication and coordination with National Project Coordinator and other project staff including provincial and municipal technical officers, and admin and finance officers of the project;
  • Synchronize project’s field level actions (provincial, district and local) under different components of the project with the actions of different actors working on urban and earthquake risk management issues.

B) Effectively manage the project within the Province for timely delivery of quality outputs:

  • Under the overall guidance of National Project Coordinator, undertake responsibility of project planning, implementation, management, and coordination at provincial, district and municipal levels;
  • Under the overall supervision of National Project Coordinator, supervise the provincial and municipal technical officers, admin and finance officer and community development workers;
  • Carry out regular field supervision, joint monitoring, and management of project field offices to ensure delivery of quality results in a timely and efficient manner as per agreed project work plan;
  • Coordinate with local partners to ensure timely mobilization of human resources and logistics to support project implementation, and regularly monitor their services against quality, timeliness, and effectiveness;
  • Ensure cross learning among consortium members and other community of practices at province and municipality levels.

C) Provide coordination and technical support to the project team to achieve project outputs:

  • Liaise with provincial governments and urban municipalities for impact-based simulation and with Provincial Disaster Management Committee, and provincial ministries to ensure ownership of project approach, processes, and outputs;
  • Facilitate and validate data attributes for development of GIS Maps & web-based GIS in coordination with information management officers at the provincial and municipal levels;
  • Lead orientation to provincial elected representatives, key government officials and humanitarian actors on exposure, risks and vulnerability and work closely with cluster co-leads and partners to ensure their ownership of cluster plans;
  • Liaise with provincial ministries and Humanitarian Cluster leads and Co-leads for making cluster-specific preparedness plan with focus on improving coordination and interlinkages between provinces and municipalities;
  • Support to organize capacity building trainings and orientations at provinces and facilitate for taking coordinated actions for disaster risk reduction and preparedness;
  • Provide technical guidance as necessary to the provincial and municipal technical officers, engineers, and community development workers about project approach and strategy and to ensure synergy between different guidelines;
  • Engage in policy advocacy for enhancing humanitarian preparedness and reducing disaster risks at provincial level through preparation of plans, standards, and guidelines;
  • Advocate for allocating resources by provincial and local governments for risk reduction and disaster preparedness to ensure sustainability of approach supported by the project and formulate necessary policies by provincial government to enhance preparedness for effective response;
  • Provide support for donor monitoring, project evaluations and implementation of project activities as per agreed plan;
  • Provide inputs to finalize provincial emergency preparedness and business continuity plans, relief guidelines and frameworks to ensure coherence with federal guideline and in consistency with risk analysis.

D) Monitoring, Preparation of reports and documents, Communication/ Knowledge Management and Gender Equality and Social Inclusion (GESI):

  • Timely preparation of technical and progress reports, briefs and other required documents;
  • Ensure project data/information are maintained in line with project M&E framework in a disaggregated fashion;
  • Ensure integration of gender and social inclusion in overall project approach, monitoring system and reporting mechanism through tailored support for disaggregated data collection and analysis;
  • Document learning and disseminate information to wider DRR community at provincial level in coordination with project staff;
  • Work closely with Information and Database officer and Communication officer to collect and comply, reports, data, news, events, human stories, challenges and lessons learnt to publish in periodic reports;
  • Support in integration of GESI in all stages of the project in coordination with GESI Focal Person of UNDP/ CDRMP/ SUPER project;
  • Perform any other related task as per the request of the National Project Coordinator, and Programme Manager of UNDP-CDRMP.

Required Qualification & Experience

Education:
  • Master’s degree of Engineering, Disaster Management, Urban planning, Environmental Sciences and any related Social science fields
Experience:
  • At least 3 years of relevant experience in implementation, monitoring and evaluation of projects related to building construction, land use planning or related field.
  • Experience of working with or exposure to community planning process.
  • Demonstrated technical skills in safer construction and disaster risk management/preparedness.
  • Demonstrated social skill of coordinating with different stakeholders and facilitating discussions,
  • Excellent skills on preparing quality reports and other knowledge products
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
  • Experience of working in the federal structure with the stakeholders, specially at the provincial level
Language Requirements:Fluency in English and Nepali at professional level are essential.
Other:Ability to drive motorbike in hilly terrains and possess valid driving license will be desirable
