Job Description

Ipas Nepal’s program intervention prioritize intersectional partnerships that integrates sustainable abortion ecosystem into the broader gender equality and social justice, including gender based violence prevention and response. Ipas Nepal is implementing partner for UNFPA Gender Based Violence Prevention and Response Project in Nepal, Phase II.  For this project we are seeking to hire qualified and committed candidate for the position advertised.

Position: Province Coordinator – Gender Based Violence Prevention and Response (GBV-PR)

Number of positions: 2

Type: Annual contract with a possibility for the project duration from July 2021 to June 2024.

Location: Sudurpashchim Province & Province 1

The Province Coordinator  – Gender Based Violence Prevention and Response (GBV-PR) positions are  designated field level positions. One position  will be assigned to Sudurpaschim Province covering Kailali, Achham, Bajhang, Bajura, and Baitadi districts, and the next will be assigned to Province 1 covering Morang, Udayapur and Okhaldhunga districts.

The overall job responsibilities of this position is to ensure the effective implementation of the GBV- PR Phase II project that aims reduction of all forms of gender-based violence and discrimination against women and girls in two provinces in Nepal. This position will be under the direct supervision of the Senior GBV PR Advisor.

Detailed duties and responsibilities for the position

  • Coordination and collaboration with implementing partners, province and local authorities to expand the gender based violence (GBV) prevention and response that are gender transformative and survivor centered.
  • Work with the duty bearers and right holders to advocate for change in attitude and behavior on social norms, values by building their capacity and empowering both groups.
  • Provide technical assistance to the province and local government on GBV – PR management and protocols, and to institutionalize GBV-PR guidelines and protocols in their long-term plans and investment.
  • Take the lead role to conduct social analysis and identify vulnerable and marginalized household local communities.
  • Work closely with the Palikas to create policies to prevent and response to GBV and institutionalize mechanisms for prevention and response.
  • Work closely with Provincial Social Development Ministries, the Parliamentarians and the Parliamentary Committees of Sudurpaschim Province/Province 1 to create relevant policies related to addressing and funding GBV-PR as well as integrating such activities in their periodic plans.
  • Provide regular coaching and mentoring to frontline workers on gender and GBV-related issues.
  • In coordination with implementing partners conduct periodic joint review meetings to document the project achievements and explore new opportunities.
  • Conduct routine and need-based monitoring to support  data collection on  service-delivery and activity-based data to send to central office, M&E Unit and strengthen the information management system of government bodies for systematic data and records keeping for reliable GBV data.
  • Facilitate and work in close relation with the province and local government for safe abortion services and integrate safe abortion program in their program and work plan. Advocate to build awareness on safe abortion services legal provision and sensitization for stigma reductions.
  • Work with relevant government bodies for ownership of the safe abortion program, its integration in the local planning and resources allocation for the program sustainability.

Required Qualification & Experience

Qualification & Experience

  1. Candidate must have Master’s degree in Gender Studies, Women’s Studies, Social Science or Development Studies.
  2. With 5 years or more relevant field experience work in GBV-PR project and women and girl’s reproductive health and rights.
  3. Preference will be given to candidate with excellent understanding of the social norms, values, attitudes and behaviors of women, social groups, and the local government of Sudurpaschim Province/Province 1.
  4. Demonstrated experience in training facilitation, communication, and interpersonal skills.
  5. Experience on Gender Transformative and Survivor–Centered Approach working with various levels of the government, community and implementing partners.
  6. Has experience in rights-based programming and is familiar with the use of participatory accountability tools and processes such as social/public audits, community score cards  etc.
  7. Passion, enthusiasm, and interest in Ipas’s mission, honest and trustworthy.
  8. Willing to travel in field, even remote areas approximately 60% time in field using public transportation.
  9. Has strong written and spoken communications skills in English and Nepali language for report writing and documentation.
  10. Well-organized, with ability to track multiple projects and meet deadlines.
  11. Ability to work successfully in a cross-cultural, team-based, global environment.
  12. Flexible to adapt to challenging work environment.
