Job Description

CRS Nepal started its operational presence in Nepal in response to the 2015 earthquake with emergency support, reaching over 23,000 households in with shelter, livelihoods and community infrastructure ensuring accountability to beneficiaries through a robust feedback mechanism.

CRS Nepal has been coordinating the reconstruction through leadership of the Housing Recovery and Reconstruction Platform (HRRP) since 2017 in collaboration with National Reconstruction Authority and implementing partners. HRRP advises, monitors, and documents the housing reconstruction process.

In 2021, CRS-Nepal expanded its earthquake recovery and resilience programming to additional earthquake affected districts to support the most vulnerable households through Resilient Communities through Vulnerable Earthquake Recovery (ReCoVER) Program, a 3-year multisectoral recovery project (Jan 2021 – Dec 2023) that supports families affected by the 2015 earthquake. Using a targeted, tailored approach to reconstruction, ReCoVER will assist 4,000 households to build back safer homes and restore critical water supply for families who have been unable to recover.

Job Summary:

You will provide overall leadership to the ReCoVER project team and be responsible for the overall management of the project including the quality of programmatic implementation (including monitoring, evaluation and learning) and administrative elements of the project to serve the poor and vulnerable. You are responsible for ensuring that project results are achieved on time and on budget, including strategies for phase out and sustainability, and that the budget is consumed as planned. As a senior leader, you will proactively manage security and mitigate security risks.

Required Qualification & Experience

Preferred Qualifications:

  • Proven track record of managing multi-site projects including through a consortium approach.
  • Experience successfully working with GESI diverse groups is a plus, including marginalized groups; persons with disability; and those originating from a geographic marginalized location.
  • Local expertise w/ permanent address in project district (excluding Kathmandu Valley).
  • Strong experience with the CRS Homes and Communities strategic platform highly preferred.
  • Prior experience working in South Asia.

Basic Qualifications:

  • Masters degree in an engineering, agricultural or international development-related field.
  • At least 5 years of experience managing large scale development grants, preferably focusing on shelter, agricultural livelihoods, or WASH.
  • Proven track record of successful USG funded program management, including management of multi-activity projects, complicated logistics and large budgets, as well as commodities.
  • At least 3 years of supervisory experience, including performance evaluation, coaching and mentoring.
