Job Description

UNDP in Nepal VISION STATEMENT UNDP Nepal works with the people and Government of Nepal, and other development partners to pursue equitable and sustainable human development goals through eradication of poverty, increase in livelihood opportunities, improvement in community resilience against conflict, disasters and impact of climate change, while laying down strong foundations for a society based on rule of law with an inclusive and participatory democracy.


The Support to Knowledge and Life-Long Learning Skills (SKILLS) Programme is a joint policy project running under the National Implementation Modality of UNDP following a bilateral agreement with the Government of Nepal, Ministry of Education, Science and Technology (MoEST). This programme has been designed to suggest pragmatic policy reform initiatives, develop integrated National Technical and Vocational Education and Training (TVET) management information system , enhance private sector engagement in TVET and come up with policy on entrepreneurship and keeping women in the workforce. It also aims to help increase quality assurance and knowledge networking and governance of TVET programmes and services of MoEST, which is also the implementing agency of the programme.

UNDP SKILLS has recently initiated a new project entitled “Enhancing returnee migrant workers-RMWs skills for employment” for the productive reintegration of RMWs into the labour market and the economy, particularly the women, historically disadvantaged, poor and marginalized groups. The objective of the project is to provide effective, relevant and efficient skills training to selected RMWs, and to link them with skills certification to create better employment/self-employment opportunities. This will be done through an integrated Public Private Partnership Approach in skills training in three key economic sectors: i) agriculture ii) construction, and iii) tourism. These three sectors offer the most employment/self-employment opportunities for promoting the transition to a greener, climate-resilient and low-emission economy in Nepal.

Programme Support Officer will work under the direct supervision of the National Project Manager (NPM). S/he will also support to coordinate with relevant organizations for the effective implementation of the project’s targets of providing short-term customized training and skills certification to the identified RMWs to ensure their better access to the job market.

Task description

Under the direct supervision of National Project Manager, the National UN Youth Volunteer will:

• The Programme Support Officer will be responsible for providing support in day-to-day management and oversight of project activities, monitoring and evaluation, knowledge resource management and preparation of progress reports as well as necessary administrative and logistic support for project activities.

• Assist the National Project Manager in day-to-day management and oversight of project activities.

• Maintain office records/information/databases of assets of project, project beneficiaries and activities and provide reports on specific stages of project implementation.

• Ensure all project documentation (progress reports, consulting and other technical reports, minutes of meetings, etc.) are properly maintained in hard and electronic copies in an efficient and readily accessible filing system, for when required by Project Board (PB) meetings, project consultants and other staff of the project. The key responsibilities of the assignment are:

• The Programme Support Officer will work under the direct supervision of National Project Manager (NPM), and overall direction of the National Project Director (NPD), CTEVT, and the Portfolio Manager-UNDP for the programme. The Programme Support Officer will be responsible to support programme implementation, maintain the inventory of the assets, maintain up-to-date RMWs’ data, provide logistical support in organizing the PB and other relevant meetings, ensure all program related materials are properly documented and easily accessible in preparation for meetings, pay proper attention to consider GESI principles, ensure all project documentation (progress reports, consulting and other technical reports, minutes of meetings, etc.) are properly maintained in hard and electronic copies. The key responsibilities of the Support Officer are as follows:

• Assist TVET and Migration Expert, Communications and GESI Expert, Finance Officer, Provincial Monitoring and Coordination Specialist in matters related to the project implementation and reporting activities.

• Support to develop & manage an information system of RMWs.

• Update the data of the identified RMWs and their training and skill testing status.

• Maintain the inventory of the assets as per UNDP rules & regulations.

• Provide logistical support in organizing the PB and other relevant meetings.

• Ensure all programme related data and information are properly updated.

• Ensure all programme related materials are properly documented and easily accessible in preparation for meetings. • Pay proper attention to consider GESI principles.

• Assist in ensuring gender and inclusion issues in managing events and preparing reports wherever possible. • Assist in managing the various contracts with implementing partners.

• Ensure timely support to logistical services for the Programme, including organizing missions, field visits, travel arrangements, DSA Payments, hotel bookings, etc.

• Support Admin & Finance Officer in preparing annual work plan, periodic expenditure reporting, donor reporting and other financial reports.

• Support to develop timely work plan, performance reports, and acts in close coordination with the Admin and Finance officer based on functional requirement.

• Support to develop programme related ToRs.

• Other tasks as instructed by NPM.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.

• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Required experience

3 years of experience in in project involving TVET management and/or sustainable livelihoods, track record of delivering high quality reports on time, experience of working in a federal, provincial, and local government-managed programmes would be an advantage, Prior experience with project or programme management and coordination with Province and Local Levels is an added value Previous working experience with UN project will be a definite asset.
