Job Description

Position: Monitoring, Evaluation, Research and Learning (MERL) and GESI Officer

  • Bachelor Degree in Environmental science/Studies/Engineering, DRR/M and climate change, Development Studies, Rural Development or Sociology with at least three years’ experience in CCA/DRM Project or Monitoring, Evaluation, Research and Learning (MERL) role of Gender Equality and Social Inclusion (GESI) role in relevant project.

Report to: PC-GRSCSI
Duty Station: Hands Nepal, Sindhuli at project office at Sindhuli, with frequent travel to Marin RM and Dudhauli Municipality
Working area: Project schools and Municipalities of Sindhuli district i.e. Dudhauli Municipality and Marin Rural Municipality

Gender Responsive School and Community Safety Initiatives is regional project of Plan International Nepal that is going to be implemented in Nepal and Bangladesh with support of Plan International in Asia (ARO) and Japanese National Office. The project is implementing in 8 public schools and 24 communities of these school catchment of Dudhauli municipality and Marin RM of Sindhuli district, which has started on July, 2021 for three years. The district has both hills and terai (flat land) which is prone to multiple hazards, and the most frequent are landslide, floods, fire and lightening. Out of total school, 101 schools of these two municipalities are at high risk. Basic facilities in schools are neither sufficient nor inclusive. Poor WASH facilities and unavailability of menstrual hygiene management corner in most of school has exacerbated poor menstrual hygiene among adolescent girls. The culture of exclusion combined with the shortage appropriate WASH menstrual hygiene management (MHM) facilities in targeted schools contributes to high rates of school absenteeism leading to poor education outcomes. Even though government has plans to roll out CSSF and School Improvement Plan (SIP) in targeted locations, it has not been fully implemented. Similarly, local government has limited technical as well as financial resources for disaster risk reduction. This project aims to contribute achieving a gender transformative, safer education and learning environment both at school and community levels that responds to and prepares for multi-hazards risks. To achieve its desired goal, the project will work with girls, boys, male and female community members, Parent Teacher Association (PTA), School Management Committees (SMCs), local government and media. Through this project, students especially girls are being trained and promoted as champion of school safety to influence government to have greater buy in on safer and gender responsive infrastructure and environment in schools. The project expects to achieve three outcomes;

  • Strengthened safer and gender responsive school environment aligning with Comprehensive School Safety framework
  • Enhanced community DRM capacities that are gender responsive, inclusive and integrated with school preparedness initiatives
  • Promotion of gender-responsive safe school initiatives at local, provincial, national, and regional levels.

By the end of the project, about 6,980 people including 2,240 students of 8 schools and its catchment areas of 24 communities in the two municipalities will be supported. This project is promoting meaningful participation of girls and boys in schools and their contribution towards the planning and decision-making processes of the community disaster risk reduction. It has also tried to ensure the inclusive actions towards leading to lasting changes for them and their communities. Since July 2022, the project has expanded scope of the project toward climate change adaptation in school and communities, so that the project can promote gender response climate smart safe school approach in targeted school and communities. Hands Nepal, Sindhuli is working as an implementing partner of Plan International Nepal in Sindhuli since 2012. The position has to be provided technical lead of climate change component, M&E and works as GESI focal person for the project. S/he should support PC for M&E of the project, project’s progress and beneficiaries tracking, documentation of learning and case stories, support to ensure GESI in project along with information and evidence gathering for gender marker.

Major responsibilities: 


  • Prepare monthly and quarterly monitoring plan of GRSCSI and its sister project such as DRSS and SISC project and apply in field monitoring
  • Support PC to prepare Gantt chart of the project
  • Prepare CCA/DRR related activities detail and support PC to implement CCA component in schools and communities.
  • Develop and used of the monitoring tools and template provided as Plan International Nepal.


  • Conduct and facilitate coordination and sharing meeting of the project activities to local and district level.
  • Ensure GESI in project interventions and support PC to inbuilt GESI in planned activities
  • Review project documents with GESI lens to ensure the project as gender transformative
  • Technical support to field supervisors and volunteers to implement the activities as per plan.
  • Ensure quality case stories, success stories, testimonial, video clip and photographs of the project with proper caption and share it to PC for finalization
  • Prepare draft documents and reports and submit to the PC.
  • Maintain program and financial transparency among community and stakeholders.
  • Visit school, child clubs, communities and municipalities as necessary for coordination and facilitation in relation to project implementation in the project areas.
  • Provide proper guidance and orientation to the field supervisors and volunteers to gender transformative project activities and M&E tools.
  • Attend staff meeting at the Hands Nepal, Sindhuli as per necessary and share/discuss the program with Project Team and board member.
  • Keep Hands Nepal well informed on matters that need institutional awareness for any possible action.
  • Ensure gender transformative approach, safeguarding policies, anti-terrorism and anticorruption, ICT and other relevant policies of Plan International Nepal within project team.
  • Develop a good relationship with the local elected representatives, government authorities, communities, ward (WDMC), local (LDMC), district levels authorities and other relevant DRR stakeholders
  • Other duties and responsibilities as assigned by PC.

Monitoring and Reporting

  • Compile and manage the sex, age, and disability disaggregate data (SADDD) of the project and issues raised on gender transformative impact.
  • Capture evidences (such as media coverage, visibility materials, and success/change stories) of good practices regularly and as required
  • Prepare regular monitoring plan of project activities and conduct regular monitoring of activities as per plan.
  • Organise joint monitoring plan as per requirement
  • Prepare appropriate monitoring and evaluation formats and tools and applied it after approval of concerned authority.
  • Prepare monitoring and gender sensitive report at least in a quarter for the better implementation of project.
  • Prepare the half yearly gender marker reports and submit to Plan international Nepal via PC
  • Set the monitoring evaluation and GESI indicator of each project activities and follow up as per plan.
  • Prepare output and activities tracker and master data set of Plan International Nepal and submit to PC
  • Update regularly the data in google drive
  • Review and finalize event, monthly, quarterly and annual report and submit to the PC.
  • Review the report of field supervisors provide inputs and submit to the PC.
  • Keep the systematic record of all the report and program documents as proper way
  • Prepare and submit monthly, quarterly and final report of the project and submission on timely manner as mentioned in the project document

Required Qualification & Experience

Knowledge, Skills and Experience


  • Good knowledge on comprehensive safe school, community-based DRM, community led adaption programming (CLAP), climate smart safe school, climate change process in general and its adaption in schools and community. Further s/he should have knowledge about local government rules, regulations, guidelines on disaster risk management/CCA
  • Good understanding of gender equality and social inclusion of most vulnerable group of communities.
  • Strong knowledge of monitoring and evaluation, hazard, vulnerability, exposure and vulnerability assessment of household, schools and communities.
  • Good understanding of Comprehensive Safe School Action Plan, Local Preparedness and Response Plan, community preparedness and response plan, contingency plan of schools and local government, community adaptation plan of actions.

Education: Bachelor in Environmental Science/Studies/Engineering, DRR/M and climate change, Development Studies, statistics, Rural Development or Sociology. Master degree preferable

Experience: At least three years of experience in relevant field especially, Comprehensive School Safety (CSS), Community Based Disaster Risk Management (CBDRM), climate smart safe school, CCA and DRR or three years’ experience as MERL Officer or GESI Officer

Competent: Clear understanding of the CCA/DRR and comprehensive safe school framework, gender transformative approach, disaster resilient construction, education system of Nepal, understanding of education, data management,


  • Strategic: Analytical, Critical thinking, negotiating skills, Innovative, problem solving, ability to build effective relations for influencing and team work
  • Communication: Sound communication skills, managing work relationships (internal/external), coordination and networking.
  • Facilitation: Community level training, meeting and workshop facilitation
  • Language: Ability to write clearly and concisely in English and Nepali
  • Good report writing skills
  • Proven IT skills: Word, Excel, Outlook, PowerPoint, open access M&E tools
  • Two wheelers driving license required (mandatory).
