Position Title:   Medical Administration Project Assistant

Duty Station:   Kathmandu, Nepal

Classification:   General Service Staff, Grade 5

Type of Appointment:  Special Short Term ,6 months with possibility of extension

Context: 

The project entitled “Effective case management by strengthening Isolation centres and Ground Crossing Points (GCPs) management for Rapid Response and Preparedness against COVID-19” intends to implement a twofold COVID-19 response to address the gaps and needs identified through the assessment. With a major focus on the migrants crossing the borders and priority to population facing additional vulnerabilities including women, children, elderly and persons with disabilities, the project aims to strengthen the capacities of six GCPs and isolation centres through supporting the Governments of Province 1, 2, Lumbini and Sudurpaschim. Coupled with the physical risk of COVID-19, it is identified that the migrants carry multiple psychological stress and vulnerabilities. As such, the project envisages to support the Government in their ongoing interventions at the targeted areas with the provision of health response support, strengthened WASH capacity and ensuring the protection (including psychosocial first aid) of the migrants to further capacitate the government response for combating COVID-19. Moreover, Displacement Tracking Matrix (DTM) will be implemented for flow monitoring including at informal GCPs, which would be instrumental in attaining readily available COVID-19 and other humanitarian needs information for better-targeted, multi-sectoral assistance to at-risk populations in need.

Under the overall supervision of the National Project Officer and direct supervision of the National Migration Health Physician, and, in collaboration with relevant units at the country office, the successful candidate will be responsible and accountable for managing and supporting the administrative and financial portion for the health related components for the “Effective case management by strengthening Isolation centres and Ground Crossing Points (GCPs) management for Rapid Response and Preparedness against COVID-19. In coordination with the program unit the selected candidate will be responsible to support directly and indirectly to the overall project intervention of the project. In particular, she/he will carry out the following duties and responsibilities:

Core Functions / Responsibilities: 

  1. Maintain record of overall expenditure of the program activities in coordination with senior line manager.
  2. Handle day to day accounting transaction of the program.
  3. Entry of daily journal voucher and postings based on double entry system accordingly.
  4. Ensure, develop & maintain income goods, equipment, material, and their posting into the proper ledger.
  5. Maintain proper filing and effective documentation of all documents related to finance and administration.
  6. Maintain staff’s personnel files and ensure proper documentation and confidentiality at all time.
  7. Maintain leave record and balance of the project staff.
  8. Check and ensure attendance, salary payment and other necessary forms as required.
  9. Release advance to the program staff for ECHO program activities for implementation at district and palika level.
  10. Receive, verify, and ensure that supporting documents are submitted by program staffs while settling advance.
  11. Check and ensure attendance, payment and other necessary supporting documents required for the settlement.
  12. Timely payment, availability, and supply of logistics items up to program districts.
  13. Procurement of office supplies/stationaries and maintain stock book properly.
  14. Undertake duty travel to project locations as needed.
  15. Perform such other duties as may be assigned.

Required Qualification & Experience

Education

  • Bachelor’s degree in Management, Business Studies, Finance or Accounting or relevant discipline from an accredited academic institution with minimum three years of relevant professional experience; or
  • High school degree/ certificates with at least five years of relevant working experience.

Experience

  • Relevant work experience in WHO, other UN agencies, health cluster partners, relevant nongovernmental or humanitarian organizations is desirable.
  • Hands-on experience with accounting software’s and advanced knowledge of MS Excel (creating spreadsheets and charts and using financial Excel functions)
  • Time-management and organization skills.
  • Experience in reporting to donors in an UN environment is desirable.
  • Languages
  • Fluency in English, Nepali is required.
