Job Description

While there are a number of After Care Services providing a safe haven and a variety of resources for many survivors of abuse, trafficking, and potential exploitative situations in Nepal, Mukti After Care Project exists to meet a more specific need of the survivors. In partnership with rescue agencies and the Nepal government, the project provides individualized holistic care plans for reintegration including trauma counseling, remedial education, job training, legal aid, and medical care. We take survivors with complicated legal cases, safety concerns, and needs for in-depth trauma care who might otherwise not find suitable placement.

Job Description

The Human Resources Officer/Government Liaison will recruit, train, and maintain records of all employees, coordinate with the government on organization licensure and reporting requirements, and implement and oversee organizational policies application. They will work together with the team of aftercare specialists to coordinate and specialize each girl’s care within the home according to their unique needs. This is a full time position based in project office Kathmandu.


  • Bridge management and employee relations by addressing demands, grievances or other issues.
  • Create an on-boarding plan for new staff and assist incoming employees through those procedures
  • Actively recruit qualified personnel for open positions by preparing job descriptions, posting ads, and managing the interviewing processes
  • Maintain all employee records according to policy and legal requirements by designing a filing and retrieval system and keeping past and current records.
  • Develop creative ways to provide on-going training to staff on job skills, government and organizational policies, and applicable employment laws
  • Implements employee benefits programs and informs employees of benefits by studying and assessing benefit needs; recommending benefit programs to management; directing the processing of benefit claims; and designing and conducting educational programs on benefit programs.
  • Assist the organization in developing and renewing government licensures and project approvals for Social Welfare Council and other agencies.
  • Organize opportunities for staff retreats, training, events, etc.
  • Developing, updating and implementing HR strategies and initiatives.
  • Ensure procurement of goods and services are as per the policies.
  • Maintain confidentiality of privileged and sensitive information.
  • Learn and implement trauma-informed care principles into every interaction within the home

Required Qualification & Experience

  • A bachelor’s degree in Human Resources, law or a related field required.
  • In depth knowledge of labor law and HR best practices.
  • 2+ years of management experience. Experience working within non-profit organizations in an Human Resources capacity preferred
  • Knowledge of Nepali labor and employment laws
  • Excellent knowledge of written and spoken English and Nepali required.
  • Excellent computer skills, working knowledge of Google platforms such as Google Docs, Google Sheets, and Gmail preferred.
  • Care and interactions founded in the trauma-informed principles; safety, trustworthiness and transparency, peer support, collaboration, empowerment, voice and choice, awareness of cultural and gender-based issues.
