ROLE PURPOSE
The purpose of this position is to ensure the invoices and journals of Country Office and Field Offices are correctly and timely booked in SAP ERP system ensuring the compliance of internal control system and segregation of duties of organization, to deposit the retirement fund accurately on time, to deposit and verify monthly TDS in Large Tax Payer’s office correctly on time, to manage fund of country office, to manage intercompany recharge and open item accounts clearing of country office.

DIMENSIONS OF THE ROLE
Budget held: The post holder is responsible for accuracy of payment in line with approved budget for country office budget as well as relevant field office where centralized payment process is opted. The post holder prepares the fund utilization report every week to report to CO and FO staffs to utilize the fund as per planning.

ACCOUNTABILITIES
Typical Responsibilities
Payments and Journals processing:
•    To ensure the payment requests of CO and FOs are correct in terms of procurement process, segregation of duty, delegation of authority, tax/vat policy of Nepal Government compliance and charging lines
•    To ensure the invoice is arithmetically correct
•    To ensure the approvals have been obtained as per the active Delegation of Authority (DOA)
•    To ensure the Goods/Services Receipt Notes are properly documented in the payment requests
•    To ensure the payment request is properly filled out as per the standard payment request format with full information of beneficiary along with SAP Vendor number
•    To deduct TDS as per the prevailing tax law of Nepal
•    To prepare and consolidate tax payable report of CO and PUs and raise invoice in the name of Inland Revenue Office in SAP
•    To ensure all the accrual booking instructions are properly supported with copy of invoices, charging lines and approvals
•    To book accruals and prepayments in SAP preparing the subsidiary ledgers
•    To book all the receivables and payables correctly in SAP ensuring the proper documents

Retirement fund and TDS management:
•    To deposit monthly TDS Cheque in Inland Revenue Office in correct revenue head, load statements in ETDS portal ensuring correct PAN and Name and verify them within 9th of following month
•    To prepare and submit the statement of Provident Fund and Citizen Investment Trust deposit of staffs within 5 working days of each month salary payment
•    To maintain and update the Tax, PF and CIT files properly and their safeguarding.
•    To provide ETDS deposit details to vendors/consultants as per request

Fund Management:
•    To deposit cash and Cheque into bank on time.
•    To prepare half monthly fund request to IH compiling all requests from PUs and CO staffs on time and forward to AM/CFOD for further processing
•    To coordinate and negotiate with bank for better exchange rate while transferring EURO to NPR account.
•    To check and ensure the adequate fund is available at all the locations for payments.

Intercompany Recharge and Open Item Accounts Management:
•    To process intercompany recharge forms for approval on time
•    To reconcile and book intercompany recharges immediately upon receiving
•    To update and keep record of Intercompany Recharge forms and details
•    To clear bank sub-accounts open items on weekly basis
•    To clear travel, prepaid, deposit and other OIM accounts right after completion of transactions.

Budget, Year End Schedules & Audit Support
•    To assist in preparation of year-end schedules of CO as per IH instruction
•    To assist in yearly budget preparation
•    To support on Audits and Evaluations

Strengthened Team work, performance management and communication
•    To work within the team with full coordination to build team work
•    To communicate information and skills learnt to the team to build coordinated team environment

Ensure Plan International’s CPP and GEI policies

1.    Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Qualifications, Knowledge and Experience
•    Bachelor’ Degree in relevant education with 1-2 years of experience in related areas
•    Book keeping knowledge
•    Fully computer literate – skilled and confident user of office applications such as MS Word, Excel, MS Access and General ledger Finance system.
•    Full knowledge on income tax Act and VAT – relating to TDS and remuneration tax, tax return file.
•    Analytical skill
•    Communication skills, appropriate to the audience
