Job Description

General Summary and Background:  The purpose of the Global Health Supply Chain (GHSC) Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

Principles Duties and Responsibilities (Essential Function)

  • Verify accuracy of expenses report, Vendor invoice for payment ensuring project accounting code and processing of invoices, advances and reimbursements.
  • Review all supporting documentation and approvals are accurate for timely processing for payment.
  • Ensure timely deposit of cash receipts/checks.
  • Prepare income tax report for employee, vendor and any other taxes that may be applicable.
  • Maintaining ETDS records in a regular basis and obtain verification from Inland Revenue Office in a timely manner. Provide ETDS Verification report to Vendor as necessary.
  • Prepare periodic entry of VAT is done after collection of VAT invoices from all the partner agencies, get files ready for sending to USAID and Inland Revenue Office.
  • Review petty cash expense according to petty cash policy, and that all petty cash procedures are followed
  • Follow procedures to ensure accurate and timely payment and reconciliation of travel advances, reimbursements for staff.
  • Facilitate provision of information and documentation during audits.
  • Review procurement transactions to ensure that all supporting documentation and approvals are accurate.
  • Ensure the maintenance of proper accounting documentation as per accounting voucher checklist
  • Scan voucher and other financial document and upload in the systems for soft and hard copy documentation as per set deadline.
  • Support to provide information and documentation during external and internal audits
  • Comply with USAID regulations and Chemonics Professional Code of Ethics in all activities

Required Qualification & Experience

  • Bachelor’s degree in business, accounting, or any other related field.
  • At least 3 years progressive responsible work experience in bookkeeping, financial management; work experience on USAID funded projects preferred.
  • Ability to work in a fast paced and high expectations environment.
  • Ability to maintain confidentiality.
  • Strong commitments to organizational values, be able to exemplify and effectively communicate Chemonics’ culture and values.
  • Familiarity with USG rules and regulations; hands on experience and understanding of local taxation system and regulatory framework
  • Ability to foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations.
  • Demonstrated ability to work and collaborate with diverse teams
  • Fluent in written and spoken English. Ability to type in Nepali.

Location of Assignment:

  • This position is based in Kathmandu, Nepal.


  • The Finance Assistant will report to Finance Officer.
