Purpose of Role

  • This position will be responsible for finance, admin and procurement in the Project. The role will further support the implementing partner in similar areas.
  • The position contributes and assists successful implementation of Improvement of Hygiene Behaviour in Schools and Health Care facilities (IHBSH) project based in project site by leading the above-mentioned functions.
  • The role will require the individual to develop strong and productive working relationships between WaterAid Nepal (WAN) and other stakeholders for effective delivery of the project.


  • Support in organising events and oversee all factors of travel and events (venue bookings, security clearance, travel arrangements as set out in the work plan specially for the Project.
  • Guide for travel authorization and travel claims in line with travel entitlements for staff, consultants, and visitors, ensuring that the travel arrangement follows WAN’s rules of most direct route keeping WaterAid’s concern on value for money in mind.
  • Support to prepare contracts of various services to the project team.
  • Manage procurement processes, contacts with suppliers and contractors, and prepare payments and receipts.
  • Attend to walk-in visitors and inform/communicate to respective staff as appropriate
  • Ensure Fixed Assets procured from WaterAid funds are adequately safeguarded including maintaining of Fixed Asset Register and insurance coverage.
  • Preparation of voucher, follow-up for supporting document and sign off process for payments within required timeline. For each payment, maintain compliance as per WAN Accounts Manual. Ensure proper recording of all financial approvals, invoices/receipts/bills and proper documentation of all expenditure of the projects.
  • Custodian of petty cash of Field Office.
  • Payment of petty cash expenses as per the WAN policy and maintain cash book on real time basis.
  • Carry out periodic cash count.
  • Ensure timely payment of per diems, advance release to project staff, districts, payment for utilities/telephone bills and photocopying.
  • Deduction of tax on each payment as per the prevailing tax act of Nepal Government. Timely and accurately deposit of deducted tax.
  • Ensure timely payment of advance release to programme staffs, payment for utilities/telephone bills and photocopying. Review advance expenditure in line with WA financial standards and ensure their settlement of advances made within said time.
  • Support Project team to develop monthly expenditure plans and cash advance requests as and when necessary.
  • Review Project level expenditure in line with WA financial standards.
  • Support Project Team to analyse the monthly variance by reviewing the project expenditure against the monthly budget and expenditure against the overall programme budget.
  • Provide support to team during internal, external audit, Government evaluation and donor visits for the project.
  • Ensure that accounting policies and practices are carried out in accordance with WAN policies and project plan; project internal controls are well established and implemented in accordance with WAN policies, financial rules/regulations.
  • Partner support and management:
  • Support Partner for preparing financial project plan.
  • Support partner in preparing Procurement plan of Construction materials.
  • Support partner in procurement


  • Understands and puts into practice the responsibilities under Safeguarding and Child Protection policies and procedures and the Global Code of Conduct (CoC)
  • Supports Partner employees in understanding WaterAid’s Safeguarding policy.

Required Qualification & Experience

Qualification & Experience

  • Bachelor’s degrees in relevant discipline
  • Experience of 3 -5 years in similar role, with strong Finance, Admin and Procurement background
  • IT skills particularly MS Word, Excel and Outlook
  • Experience in the usage of accounting software packages and advance knowledge of spreadsheet and database packages
  • In depth knowledge of budgeting principles and financial rules and regulations
  • Knowledge of finance and tax laws and regulations
  • Excellent numeracy and attention to detail, with ability to prepare financial and budget strategy and budget allocation plans for procurement
  • Fluency in spoken and written Nepali language. High level proficiency in spoken and written English, with good interpersonal, negotiating and persuasive skills
  • Knowledge of local consumer laws and regulations
  • Good documentation skills with extensive experience of developing ToR and EOI for procurement with the ability to write accurately and persuasively to attract potential vendors
  • Confidence in working with senior level stakeholders both internally and externally using tact and diplomacy
  • Commitment to WaterAid’s values and a working style that reflects these


  • Finance background.
  • Event and conference management experience
  • Ability to work flexibly, to manage varying competing priorities under your own initiative, meet strict deadlines
  • Experience of managing and supporting staff or volunteers
  • Experience of working effectively within a culturally diverse and matrix organisation
  • Ability to demonstrate exceptional behavioural qualities such as critical thinking, problem solving, active listening, proactive and service oriented
  • Self-motivated, creative and ability to perform with minimum supervision
