Job Description

Postion Summary

  • This is a deliverable-based consulting position that will provide technical contributions to the Electric Mobility Program, Phase III.
  • The consultant will be required to undertake research, including desk review, workshop consultations, interviews, consumer surveys, focus group discussions and other primary and secondary methods, to acquire and process data and information. The consultant will also be required to obtain, process and analyze key transport, economic and mobility data for deliverables and program requirements, as well as support the conceptualization of deliverables, and explore technical options, best practices and ideas. Based on the research undertaken, the consultant will be expected to draft key technical content for deliverables, and support review, revision and output development as needed
  • This consulting assignment would require the outlined deliverables (below) across and within 3.0 monthsfrom the starting date of the assignment. The “Scope of Work” section outlines the list of deliverables for this consulting assignment.
  • The consultant is required to interact closely with relevant project members and stakeholders on a regular basis. The consultant is expected to work from the GGGI office hosted by the Ministry of Forests and Environment, in Baber Mahal, Kathmandu, Nepal during the period of the consulting assignment. Any changes in work location would need to be agreed with GGGI prior to the start of the consultancy.
  • A non-disclosure agreement of the data and information obtained and reviewed during this assignment may be required. All data, information, decisions and discussions held within the scope of this assignment and within GGGI offices are confidential.

Objectives of the Assignment 

Under the guidance of the GGGI Nepal Country Representative and Energy Program Office in Kathmandu, together with the Principal Transport Specialist at GGGI HQ, and in consultation with Bagamati Province and other stakeholders, the consultant will assist in:

  • Assessing the viability of city routes (major urban cities such as Bharatpur, Hetauda and Kathmandu) in, as well as inter-city routes within Bagamati Province for operation of electric buses.
  • Assessing the viability of charging station installation at key points along the city routes and inter-city routes; and reviewing market conditions and vehicle and charging station specifications;
  • Assessing the different partnership models for vehicle and charging station operation in other countries; and advising on appropriateness for Nepal
  • Assessing the viability of the different models proposed for vehicles and charging stations within the Bagamati Province, with different scenarios; and recommending the most suitable model for PTOMB.
  • Supporting the development and delivery of consultations and workshops for technical review, investment deliberation and discussion.

Scope of Work 

  1. Draft Destination and Route Analysis [8 days] – Undertake preliminary analysis of routes in Bharatpur, Hetauda and Kathmandu and inter-city routes for deployment of electric buses within Bagamati Province. Develop route surveys and oversee survey being carried out by enumerators. This will be conducted through consultations with PTOMB.
  2. Draft partnership models for operation and maintenance of vehicles [8 days] – Undertake desk research to understand different PPP models being implemented in the transport sector in other countries. Identify major stakeholders involved and carry out consultations to assess potential for partnership with PTOMB for operation and maintenance of electric buses.Recommend partnership model best suited for PTOMB.
  3. Draft partnership models for operation and maintenance of charging stations (including rest areas, transfer stations, recreational areas?) [8 days] – Undertake desk research to understand different PPP models being implemented for operation and maintenance of charging stations in other countries. Identify major stakeholders involved and carry out consultations to assess potential for partnership with PTOMB for installation, operation and maintenance of charging stations.Recommend partnership model best suited for PTOMB.
  4. Draft financial and environmental analysis on e-bus and charging station options [7 days] – Undertake preliminary financial and environmental analysis for different technology options identifying key gaps and challenges, along with key advantages for PTOMB.
  5. Draft analysis of IT-based system required for PTOMB [5 days] – Undertake preliminary desk research to understand the different IT-based system available in the market within Nepal and in other countries. Design and oversee public transport satisfaction survey to identify necessary IT-based systems for the province. Carry out consultations with PTOMB to understand the board’s requirements to assess the IT-based system that will need to be in place for efficient operation of vehicles and charging stations.
  6. Draft Provincial Electric Bus Operational Modality [15 days] – Combine all assessment to develop the electric bus operational modality, which could be implemented by Bagamati Province and replicated by provinces interested in operating electric buses.
  7. Organization of Consultation Seminar [5 days] – Develop seminar concept note, workshop materials, and coordinate with stakeholders for preparation.
  8. Final Report on Provincial Electric Bus Operational Modality [10 days] – Finalize all proposal components and numbers, and quality control across recommendations and specifications to produce final proposal.

All reports must be in US English, prepared in accordance with GGGI’s formatting requirements, and submitted in electronic format along with complete sets of raw data, research materials, and related information.

Required Qualification & Experience

Qualification & Experience

  • An advanced university degree (master’s degree or equivalent) in economics, engineering, climate change, energy, sustainable development, international development or any discipline related to the assignment. Relevant professional experience may be considered to supplement educational degree.
  • Preferably a minimum of three years of professional experience in above fields, with substantive experience related to public private partnerships in the transport sector, policy and technical analysis and assessment, report preparation, communication and outreach, and stakeholder engagement.
  • Preferably international experience (outside of Nepal) or experience working with international organizations in Nepal.
  • Experience in electric or clean transport, mobility, energy and/or green growth-related research and policy analysis is a plus.
  • Knowledge and experience of working with government officials and development partners in Nepal.
  • Good English and Nepali language communication (speaking, writing and presentation) skills, including publication of written material and ability to produce high-quality visual aids.
