Job Description

Working under the direction of the Chief of Party (COP), the Director of Monitoring, Learning, and Evaluation provides the strategic guidance, vision, and management for successful monitoring and evaluation of the Activity. This is anticipated to be a full-time position based in Kathmandu.

The goal of this project is to improve the effectiveness of civil society organizations and media actors, with priority at the municipal level, in strengthening public and private sector accountability, advancing and protecting fundamental freedoms, and improving equitable access to higher quality public services.

Required Qualification & Experience

  • Work closely with Activity leadership and ensure the strategic and functional integration of all
  • MEL/CLA activities
  • Actively collaborate with donors, other implementers, and local counterparts.
  • Provide technical direction and support for data collection and analysis
  • Ensure capture of learning and results throughout contract implementation.

Qualification

  • Bachelor’s degree or higher in business administration, economics, evaluation research, international development, public policy, statistics, or another relevant field; advanced degree preferred;
  • Minimum of ten (10) years of demonstrated experience providing technical expertise in MEL activities, preferably for complex USAID or other donor-funded projects;
  • Minimum of five (5) years of progressively responsible experience in a supervisory role related to designing, managing, and implementing results-based MEL activities;
  • Demonstrated technical skills in analyzing quantitative and qualitative data, as well as experience in designing tools and strategies for data collection, analysis, and reporting;
  • Extensive knowledge of reporting procedures, best practices, guidelines, and tools for MEL including impact evaluation;
  • Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment;
  • Professional proficiency in English and Nepali is required;
