USAID Karnali Water Activity

POSITION Communications Manager
POSITION REPORTS TO Research and Learning Director


The USAID Karnali Water Activity will create healthy, resilient, and water-secure communities at the watershed level through strengthened water and sanitation governance that improves water resource management (including water for more resilient and biodiverse ecosystems), enhances sustainable access to drinking water, improves agriculture water management, and reduces the fecal pathogen burden in the environment from poorly managed non-sewered sanitation through fecal sludge management. The program team will methodically integrate WRM, watershed biodiversity conservation, and water and sanitation service delivery by mapping and strengthening the roles, connections, and capacities of key actors and stakeholders system-wide.


The Communications Manager will lead all communications activities on Karnali Water Activity, both developing and implementing the communications strategy. This involves ensuring strategic visibility of all project activities and outputs; effectively communicating project impact to project stakeholders and beneficiaries; and guiding project development and reporting on activities that are impactful, representative, and highly visible.


  • Serve as Karnali Water Activity’s strategic communications point of contact for key counterparts, including governments, private sector, and civil society.
  • Represent Karnali Water Activity’s communications interests and coordinate public awareness activities with government partners, U.S. Embassies in-country and in the region, and other U.S. Government agencies.
  • Produce Karnali Water Activity’s Weekly/Monthly/Quarterly/Annual Report to inform regional and U.S.-based audiences about Karnali Water Activity objectives, and results and activities.
  • Manage Karnali Water activity’s public outreach efforts and media interactions at high-profile events to ensure positive visibility and adherence to U.S. Government protocol requirements, and to maximize buy-in and cooperation from local government partners.
  • Coordinate with private sector support institutions—including businesses and industry associations—to generate awareness across the WASH sector and throughout the Karnali River Basin.
  • Develop and implement a project Communications Strategy.
  • Develop communication strategy for new learning products, launches, events and promotions of Karnali Water Activity.
  • Coordinate, draft and finalize all reports and project publications including contractual deliverables, success stories, marketing materials, and events publications.
  • Coordinate with the technical implementation and MEL teams to ensure the accuracy and timeliness of data for regular reporting.
  • Work with project technical leads to support visible project implementation and effectively communicate impact to beneficiaries and stakeholders.
  • Work with the MERL team to organize and manage workshops and events that are required to facilitate Annual/Quarter review and planning.
  • Coordinate with the MERL team for high-quality knowledge materials production, dissemination, and promotion.
  • Manage and host events for knowledge sharing and public outreach for awareness.
  • Coordinate with project technical leads to support visible project implementation and effectively communicate project impact to beneficiaries and stakeholders.
  • Ensure project compliance with Karnali Water Activity Branding Implementation Plan, Marking Plan, and Communications Plan.
  • Effectively manage and maintain the Activity’s photo library and final documents/deliverables repository.
  • Support Research, Learning and MEL team to document lessons learned and communicate the lessons learned to stakeholders through events and workshop.

Required Qualification & Experience

  • A Bachelor’s degree in a related field, Master’s degree preferred.
  • At least 14 years of experience, of which at least 8 years of experience in communications for development activities.
  • Demonstrated understanding and experience employing the principles, methods, practices, and techniques of communications and stakeholder coordination for diverse stakeholders including local communities, academia, media, civil society, and government agencies.
  • Ability to professionally communicate across all levels of an organization and the public.
  • Skilled in communication strategy thinking and planning.
  • Understanding of reporting/developing communications products for USAID funded project.
  • Excellent written and oral communication skills in English.
  • Proven experience of creating targeted content from the project’s lessons learned for audiences (USAID, Govt, beneficiaries, and general public) is advantageous.
