Job Description

Crown Agents is seeking to appoint a Clousure Manager for The Nepal Safer Schools Project (NSSP) that looks to increase school safety in the Mid and Far West of Nepal. Through retrofitting and reconstruction, disaster risk reduction education, and institutionalisation with the Government of Nepal, the NSSP’s original targets were to make 200-250 schools safe learning environments.

The Closure Manager will be responsible for ensuring a safe, ethical and timely project close out. Working closely with the Team Leader, Project Manager and Nepal team, the Closure Manager will be responsible for delivering high quality outputs in accordance with the Exit work-plan agreed with FCDO, and Crown Agent’s Project Close Operations Manual.

Indicative outputs include:

  • Establishing demobilization schedule
  • Leading financial close out activities, ensuring the Finance and Administration Manager and Project accountant complete activities as per the established project close out tracker, including closure of accounts and financial reporting
  • Supporting Project Manager on contractual closure, including queries on Head Contract, partner sub-contracts, staff and consultancy contracts, where appropriate and in conjunction with the Project Manager and HR manager
  • Working with the Communications Consultants to provide timely and informative communications relating to the project’s closure
  • In-country closedown – including office close out, utilities, legal and audit requirements and IT close down
  • Administrative closure, ensuring project filing is update and comprehensive, and all critical project documentation is stored on Sharepoint
  • Facilitating and writing a post-project review – documenting learnings from the project close out process and recommendations for future project close out processes
  • Delivering high quality outputs in accordance with the Exit work-plan agreed with FCDO, and Crown Agent’s Project Close Operations Manual
  • Regular reporting to the Team Leader, as well providing inputs as required to fulfil contractual
    reporting to FCDO;
  • The implementation of the Closing system for the programme, as developed and established by the MEL Lead, and working in close collaboration with the MEL Lead and Team Leader;

In addition to working with the Team Leader, the Closure Manager may work closely with regional staff members in each district to substantiate the Closing system with strong, reliable data. A strong team player, the Closure Manager will need to be flexible and able to make visits to the school sites and work sensitively in response to the changing political environment, if based in Kathmandu.

Required Qualification & Experience


  • 15-20 years development sector experience, preferably Humanitarian & Stabilisation sub-sector experience
  • 10+ years programme management and/or Team Leader experience


  • Demonstrated experience in programme closure
  • Experience working on Nepal and/or South Asia programmes
  • Excellent stakeholder management skills


  • Nepal-based candidates desirable
  • Experience working in Nepal
  • Experience working on FCDO / DFID programmes
