Terms of Reference

Purpose of the Position:

The purpose of this vacancy notice is to invite qualified professionals with relevant expertise for the above mention position under SSA contract for inclusion in a Emergency Care System Strengthening Project and roster of experts for possible short-term assignments which may arise from time to time at the WHO Health Emergency Programme (WHE), Nepal.

Summary of Assigned Duties

Under the overall guidance of WHO Representative and Team Leader – WHO Health Emergencies Programme; under direct supervision of National Professional Officer (IHR) of WHO Health Emergencies programme of WHO Country Officer for Nepal, the “Clinical Data Support Assistant” shall work for Emergency Care Systsm Strengething Project support for Clinical data collection from the designated hospital and will perform the below functions.

  • Day to day collection of data as per the guidance in the area assigned.
  • Ensure accuracy of completeness and timeliness of data collection.
  • Obtain all required data, complete all required documentation and ensure all documentation is received by the project coordinator.
  • Conduct other activities deemed as necessary within the framework of the project and upon direction of the project coordinator.
  • Communicate with project coordinator about data changes or requirements.
  • Support the project coordinator in compilation of the data collected from the site.
  • Conduct regular meeting with the relevant stakeholders and keep the meeting record of the activities.
  • Provide necessary support to the concerned officials and advocate for regular recording and reporting of priority diseases.
  • Periodically monitor and follow-up on the status of preparedness and response readiness of the key hospitals.
  • Maintain confidentiality and security of the data captured at the site.
  • Support in preparing up-to-date data collection schedule for paramedics/nurses/data collectors of the hospital ensuring accuracy is maintained.
  • Work in close collaboration with the Hospital Surveillance Associates.
  • Develop and maintain excellent professional working relationships with WHO personnel deployed; health/hospital authorities and workers; and partner agencies at the provincial, district, and local levels in the designated work area.
  • Perform any additional relevant tasks assigned by Supervisor, Team Lead (WHE) and WHO Representative

Required Qualification & Experience



  • Health Assistant (PCL in General Medicine) / Staff Nurse (PCL in Nursing) or equivalent degrees.


  • Bachelors in Public health or equivalent degrees



• At least one years’ experience in public health data collection, survey, data management


  • Experience working in the field of data recording and management, friendly with online or offline data collection software
  • Ready to work under high pressure environment.

3. Very good interpersonal skills.
4. Ability to generate options, decide, prioritize and execute and multi-task under pressure
5. Ability to take over the challenging work of health emergency responses
6. Technical Expertise: Overall attitude at work is also required mandatory competencies.

Other Skills

Good knowledge of computer applications and software including MS Office applications (specifically excel, word and ppt.). Ability to coordinate with the government, manage projects, build partnerships with multiple partners in the context of health emergencies.

 Remuneration Monthly Salary: (Net of Tax), SSA Level 2, NPR 57246.00 at single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement (SSA)
