Job Description

Collective Campaign for Child Rights (CCR) Karnali province is an alliance of child lead and child-focused humanitarian organizations of Karnali province as a civil society network. Alliances members are belonging to a different organization, which was worked or registered in any district of Karnali province of Nepal based on organization register act 2034 BS. These alliances have been engaged by 22 non-governmental organizations of Karnali province and officials NGOs are 7. SAC – Surkhet is Chairperson, KIRDAC – Jumla is Vice-Chairperson, Everest Club (EC) Dailekh is Secretarial Head, DPO – Surkhet is Secretory, Aasha Network – Surkhet is Treasury, DSS – Salyan, and Navajyoti – Surkhet is members organization of this alliance.

CCR-Karnali Province is formally registered in the District Administration Office, Surkhet with 1058 (2078/079) and 617457769 PAN registered by the Internal Revenue Department, Surkhet.

Title: Admin, Finance and Supply Chain Officer (AFSCO) 

Duty Station: CCR-Karnali Province office, Birendrangar Surkhet, and field visit as per required.

Job summary: 

Admin, Finance and Supply Chain Officer (AFSCO) will ensure functional, effective & efficient accounting, financial and administrative system, and timely provision of reports to donors. This position holder will be working closely with the project team of Collective Campaign for Child Rights (CCR-Karnali Province) under the Strengthening Mechanism and Responsive Team (SMART) for Children and SIDA-funded project with cost-sharing and mobilize AFSCO as and when required to run the smooth operations of financial and administrative management of CCR-Karnali.

Financial Management: 

  • Manage day-to-day office operation and transactions to enter the Financial And Management Accounting System (FAMAS) with proper budget coding.
  • Ensure the financial management system as per organization and Donor guidelines, and National Accounting Standards.
  • Prepare vouchers and check payment.
  • Timely collection and payment of bills/invoices and settlement of advances, liabilities, and receivables.
  • Responsible for preparing monthly financial reports and fund requests in a standard format within the deadline to donor organization.
  • Ensure that the Monthly Finance Report e-copy and hard copy have been submitted on time.
  • Review relevant financial and administrative documents and report to the line manager.
  • Maintain and disbursement of petty cash.
  • Ensure compliance with local laws and donor requirements.
  • Maintain backup of Financial And Management Accounting System (FAMAS)/Finance Report, Audit Report, and voucher verification report with close coordination with the program team.
  • Share expenditure (Budget Vs Actual) on monthly staff meetings & board meetings on regular basis.
  • Ensure tax deduction at source and e-TDS as per the Nepal Government taxation rules.
  • Assist and cooperate with the internal and external auditors, voucher verifications visit by availing the required necessary information and complete the audit/visit mission.
  • Maintain payroll records and ensure salary and other benefits of each employee have been deposited in the respective staff’s bank account.
  • Support program staff in project planning, phased budget & Detail Implementing Plan (DIP) preparation.

Administration & Logistic Management: 

  • Ensure that the leave records, timesheet, work plan, attendance register, and personal file of each employee have been maintained and updated.
  • Ensure that staff and office properties are insured through a reliable and recognized insurance company
  • Lead and ensure procurement of goods and services are high quality, timely, and cost-effective adhering to the established policy of the donor/organization and at the field level
  • Ensure all procurement management and inventory management have followed up and complies with donor agency and partnership guidelines.
  • Ensure and directly provide support to timely received Purchase Request, quotation collection and proceed for approval as per Scheme of Delegation (SoD).
  • Track and update the records of the procurement tracker periodically.
  • Prepare and maintain Assets & inventory records/reports of the project office.
  • Maintain and check logbook of office Vehicles and Generators.
  • Arrange logistic support for meetings/workshops/events.
  • Prepare loan book of office equipment.

Other

  • Preparation for Internal, External, and Donor audits & Voucher verification. Ensure recommendations are timely response and regular follow-up.
  • Perform other related duties as required.
  • Any other tasks given by the line manager.

Required Qualification & Experience

  • Bachelor’s in business studies (Management)
  • 2 years’ experience in the related field.
  • Time management, interpersonal skills, program understanding, and working skills on FAMAS will be assets.
